Manager Operational Performance

JOB DESCRIPTION:

Job Purpose

The Manager Operational Performance is responsible for providing advice and support to the Director ATM Operations & Strategy on the development of operational strategic plans and the measurement of performance against those plans.

Main Duties and Responsibilities

  • Contribute, as a member of the Operations Directorate management team, to the development of directorate strategy, business plans and budgets.
  • Advise the Director ATM Operations and Strategy on matters pertaining to the ATM provision.
  • Participate in operational resource planning activities in conjunction with unit management and Human Resources Directorate.
  • Produce operational performance reports as required.
  • Review and evaluate operational performance using PIs, to determine underlying causes for deviations and recommend solutions as appropriate.
  • Assist with the development of performance dashboards.
  • Assist the Director ATM Operations & Strategy with audits as required.
  • Coordinate and prepare Operations Directorate content for the Corporate Plan, Annual Report, Board Report and other such reports as required.
  • Participate at ATMPG & CAPEX, supporting business cases with the aim of attaining CAPEX Committee approval.
  • Assist the Director ATM Operations & Strategy with the renewal of relevant certificates [NSA, UK CAA, etc.] in a timely manner, as required.
  • Lead the ACE SEID process in conjunction with Corporate Affairs, Technical Services, Human Resources & Finance, ensuring that all data is submitted in accordance with requirements and represent  Operations on the ACE WG.  
  • Represent Operations at national and international fora as required.
  • Lead the development, approval and management of the annual ATM training budget in conjunction with unit management, EPNI and Finance.
  • Lead the development, approval and management of the Operations HQ budget.
  • Fulfil the duties of the Accountable Representative role within the Borealis Alliance and other such groups as required.
  • Support the Performance and Charging regulatory process, providing operational input as necessary.
  • Other duties as may be assigned, where appropriate.

Reports To:           Director ATM Operations & Strategy

Direct Reports:      None.

Relationships

Internal:                  In addition to direct reporting relationship the postholder is required to liaise with all personnel and directorates within the ANSP.

External:                 The postholder is required to liaise with all appropriate external bodies, providers, suppliers, and companies.

 

PERSON SPECIFICATON

Qualifications, Knowledge, Experience & Skills

Essential:

  • Appropriate third level qualification or equivalent experience.
  • Minimum seven years’ ATM experience.
  • Comprehensive knowledge of applicable EU regulations and any associated requirements and procedures of ATM/ANS operations.
  • Knowledge of resource planning activities.
  • A clear understanding of the ANSP’s customers and regulatory environment.
  • Detailed knowledge and understanding of the ANSP strategy.
  • Excellent interpersonal, communication and problem-solving skills.
  • Effective analytical, organisational, report writing and IT skills.
  • Self-motivated with the ability to motivate others.

         

Desirable:

  • Extensive knowledge of air traffic operations and international aviation standards.
